The 2026 Surrey platform

Seven priorities.
Eight clear commitments.

Start with the issues residents feel every day. Then see the actions, partners, and public measures that turn those priorities into accountable City work.

Specific actions

Every promise is paired with a practical next step.

Public measures

Progress should be reported in plain language.

Resident-first results

City Hall should work for the people who fund it.

Commitment 01

A city where local employers can plan.

Business Property Tax Plan

Give Surrey businesses lower costs and a clearer four-year operating horizon.

Why it matters

Local employers need predictable city costs if they are going to invest, hire, and keep serving Surrey neighbourhoods.

What we will do

  • Zero percent property tax increase on commercial properties for the full four-year term.
  • A five percent property tax reduction for small businesses that create new Surrey jobs.
  • Zero business licence fees for every Surrey business for the full four-year term.
How residents can check progress

Commercial property tax rates and business licence fee status published each budget cycle.

Work with City finance staff and council

Commitment 03

Fair process. Verified outcomes.

Home Protection Fund

Create a practical path for valid property-damage awards while protecting the integrity of the tenancy process.

Why it matters

When a valid damage award is made, a slow or ineffective process can leave responsible people on both sides without a useful resolution.

What we will do

  • Reimburse eligible Surrey property owners for damages awarded through a valid RTB judgement.
  • Tie eligibility to verified outcomes to protect the fund from misuse.
  • Advocate for faster RTB dispute resolution for landlords and tenants.
How residents can check progress

Fund disbursements and RTB resolution timelines reported publicly each year.

Work with City administration, the Residential Tenancy Branch, landlords, and tenants

Commitment 04

Real savings without an upfront bill.

Water Bill Plan

Install residential water meters without charging homeowners for installation and target meaningful household savings.

Why it matters

A water meter should open the door to lower usage costs, not begin with an installation bill that puts the savings out of reach.

What we will do

  • Install residential water meters with no installation cost to homeowners.
  • Target a 50 percent reduction in household water bills through metered usage.
  • End the model that requires homeowners to self-fund meter installation.
How residents can check progress

Meters installed and average household water-bill reductions reported each year.

Work with City utilities, finance staff, contractors, and homeowners

Commitment 05

Resolution before punishment.

Compassionate Compliance Plan

Help cooperative residents resolve compliance issues before penalties and delays escalate.

Why it matters

Residents trying to bring a property into compliance need a clear route, timely permits, and access to the people who can help solve the problem.

What we will do

  • Establish a Compliance Assistance Program for cooperative residents.
  • Provide faster permits and direct access to city staff during resolution.
  • Shift from enforcement-first to resolution-first when residents are working to comply.
How residents can check progress

Issues resolved through the program and average resolution timelines reported annually.

Work with City permitting and compliance staff, council, and homeowners

Commitment 06

Safety you can see on the street.

Safer Streets Action Plan

Turn neighbourhood safety concerns into visible action on routes, crossings, lighting, and public spaces.

Why it matters

People should feel safe walking to school, waiting for transit, visiting a park, or coming home after dark.

What we will do

  • Run neighbourhood safety audits with residents and frontline partners.
  • Prioritize lighting, crossings, school routes, transit areas, and recurring problem locations.
  • Name the department or partner responsible for every action.
  • Publish a quarterly street-safety progress tracker.
How residents can check progress

Priority locations reviewed, actions assigned, and completed safety work reported every quarter.

Work with City engineering and transportation staff, police, TransLink, schools, and neighbourhood groups

Commitment 07

Your money. Your right to know.

Open Books City Hall Plan

Make major spending, project progress, and campaign commitments easier for residents to follow.

Why it matters

Residents should not need an information request or an accounting background to understand where public money went and what happened next.

What we will do

  • Publish a searchable city spending and major-contract dashboard.
  • Show budget versus actual cost for major public projects.
  • Track campaign and council commitments in one public place.
  • Explain delays, scope changes, and cost changes in plain language.
How residents can check progress

Dashboard coverage, quarterly update completion, and explanations for delays or cost changes published openly.

Work with City finance, procurement, clerk, open-data, and project-delivery teams

Commitment 08

Everyday dignity in public space.

Public Washroom Access

Put reliable washroom access where seniors, families, and transit users actually gather.

Why it matters

People should be able to use a bus exchange, park, or community space without worrying about basic access — especially seniors and families.

What we will do

  • Develop and implement a city-wide public washroom access plan.
  • Expand access through existing infrastructure and community partnerships.
  • Make washroom access a baseline planning standard for new public spaces.
  • Publish clear access standards for city-owned and city-partnered facilities.
How residents can check progress

Facilities opened and infrastructure partnerships reported publicly.

Work with City facilities staff, TransLink, parks, and community partners
